Just to add, changing to a 32 hour work week would not change things for many workers. Many already are just working part time or even working part time for multiple employers. If you are an hourly worker the rule might require that your hourly rate is increased (I am not sure that is true) but with turn over being what it is any benefit will be undone in a matter of a couple years.
You talk about crushing workloads and 60 hours of work to be done each week. This should be dealt with in employee appraisals/management evaluations (360 reviews or whatever). If your workload is unreasonable, let your leadership know and leadership if you know you are setting high goals make that clear to the employee. Honest communication is the solution.
