A surrender now would have worse consequences than an unopposed invasion. At this point the die is cast, surrender would be ugly. Letting Putin install a puppet government before the shooting started would have made little difference to most Ukrainian's daily lives. Mostly would have affected the rich and the political. Now we have whole cities reduced to rubble and millions of refugees not counting the dead and injured.
