Agree or disagree, the fact is that the U.S. Federal Government and the States maintain the right of eminent domain. The land, all the land belongs to the government eminently but by deeds and covenants transfers some rights to the land to people call landowners. When you buy land, you are really buying a limited set of rights to that land, you do not own it outright and unrestricted.

Regarding my feelings about permits varies on a case-by-case basis.
