Beside the need for a full foundation everything else you mentioned is required for the house construction costs I mentioned with the addition of building codes for hurricane resistance. Central heating and cooling and paved driveway with a two car garage are included. The houses I am talking about have full public utilities, water, gas, electricity, sewer, streets with sidewalks and underground storm drains, fiber optic communication utility. These houses also have full lot privacy fences except for in front of the house.
