Disenfranchising the ignorant is not an option. Racism and Classism of the past that continues today makes that unacceptable. It would be manipulated just like gerrymandering voting districts. We would be leaving it to politicians to define who is too ignorant to vote. Or, some AI? At its current state of development AI's are racist, sexist and sometimes just wrong. I can't see myself trusting those who develop AI to get it right and not actually try to play God.

Your assertion that 60% of the electorate is rational is not consistent with my observations and you don't provide a scholarly reference. I doubt a scholarly reference exists but if it did I think you would be sorely disappointed.
