Does people leaving Venezuela help the regime

I mean, really does it matter that much if the population shrinks? Might it be a benefit if all your opposition leaves? At this point how much opposition skill labor is there left? If those leaving are just riff raff good riddance, right?

I doubt that the regime really looks at it strategically or really cares. What matters is a cadre of wealthy elites and an adequate labor force to exploit the remaining resources. Government handouts will go farther if there are fewer who expect to receive them. The more people who leave the more land for those that remain.

I could imagine a state that chooses its population, expels those it does not want and invites those it does could be quite successful.

It might implement a caste system, overlords, landowners, technocrats, skilled workers, unskilled workers. Set rules for upward and downward mobility. Set limits for the numbers of members of each cast. Set rules for compensation and benefits. Clearly the rules would be set by the overlords and implemented by the technocrats and skilled workers.

Clearly only democratic in the sense that only overlords get to vote or maybe landowners get a partial vote or maybe landowners and technocrats get to vote but the overlords pick what gets voted on and can veto any decision. The aspirational idea that all people are created equal would be thrown out as unrealistic. You are born to a caste and must know your place. There would be civil rights, but they might vary by caste. I suspect that disrespecting someone of a higher caste would call for punishment. I also suspect that abusing someone of a lower caste would also call for punishment. The government would be obligated to provide even those in the lowest class all that is necessary, food, clothing, shelter, healthcare (it might even be just like that provided, food pantries, public housing, uniforms, government clinics and hospitals). Education would probably be limited for the working classes. Limited to the skills they need to perform their jobs.

I am not talking “Hunger Games.” This, while not fair by western standards, could be workable and could lead to prosperity for all the classes. The current western capitalist approach is also far from fair.

This approach is an improvement on Soviet and Sino Communism in that does not pretend to be something it is not. There will be overlords so just admit it. Everyone is not going to be treated equally so why pretend. I wonder if you unmasked the current Government of China would you not really see something similar to this?
