Each pound of carbon turns into three pounds of CO2, carbon and oxygen have about the same atomic mass. One carbon atom joins two oxygen atoms to become one carbon dioxide molecule. The only reason the mass only doubles is coal is not pure carbon, it is a hydrocarbon so the hydrogen in the coal joins with oxygen to make H2O and some of the coal remains as ash.
