First you miss represent the Jones act, ships from or to China, Africa, Europe don’t have to be American only ships from or to American ports must be American.

Second, Puerto Rico can and should select their independence. They have the almost singular luxury of leaving the U.S. with a simple plebiscite. I don’t think any other U.S. State or Territory can leave that easily.
