While the guy you write about goes way beyond reason and stereotyping and racism are not ok, China was the source of the virus and the Chinese government practices racism as policy. There is plenty of reasons to criticize China that don't amount to racism.

That said not all discriminations is racist. While it might seem that discrimination against China might seem racist it is probably more a matter of culture/politics than race.
Love the sinner hate the sin. I don't hate anyone but I discriminate against bad behavior. I would discriminate against the guy you wrote about not because of his race but because of his behavior. I don't hate him, I hate what he does.
Some people discriminate against me for what I am not who I am and that bothers me. I can live with the discrimination because it works in my favor more than it works against me. I don't like my privilege anymore than I like the blowback from that privilege.
