I can tell you where UBI would come from. It would come from the deprecation of the assets held by the rich. We would print money and give it out as UBI and that would cause inflation that would reduce the real value of all dollar denominated assets. Alternately or in conjunction we could remove money from the economy like increased taxes. That would amount of picking the winners and losers.
