I did not find you story helpful. It lacks specificity. Both relating to the actual batteries you are talking about and the actual details of policy changes needed. Lead Acid storage batteries are mostly recycled and no new policies are needed regarding them, correct? Non-rechargable alkaline batteries are disposable and not subject to this discussion, correct? Ni-cad and NiMh batteries are obsolete and while they need to be recovered and disposed of properly are not subject to this discussion, correct? Iron-air batteries are not consider here either.
So while you do mention EV batteries you don't specifically specify chemistry. You are silent regarding laptop, tablet, power tool and cell phone batteries.
While you don't address it would seem that before we recycle batteries, really cells, batteries are a collection of cells, we should recover the cells and test them for possible continued use in remanufactured batteries.
