I don't understand, you said universal healthcare but you have to buy insurance?

Health insurance is costing less than 150 Euros a month for a family of three which is nothing considering the astronomical prices in the US.

I don't understand, you said universal healthcare but you have to buy insurance? What happens if you don't have insurance? Is it like a gap policy, pays for things the Government healthcare doesn't cover?
