I have always wondered about this; most people must be able to meet the quota or they would not have a workforce and nothing would get done. Aren't they just weeding out the people who just don't have the knack or endurance. Who needs more than three breaks a day, midmorning, lunch and midafternoon. The Unions established this more than half a century ago. It's labor not a social club. It does not seem abusive, not something I would want to do but as long as it is not hazardous, it seems ok. I have worked as a laborer in much more dangerous conditions for minimum wage and did not know I was being abused, it was just the job and others did it too and seemed happy to have the work.
