I question the idea that “Most don’t actually have a real choice.” Most don’t avail themselves to the options. Most don’t have a plan. Most want the decisions to be easy and rewarding. You live in coal country want good, safe, high paying coal mine jobs. I call that lazy. During the fracking boom how many people took it as an opportunity to make a lot of money and get experience, moved to live in camps and worked long hours and banked enough cash for a down payment on a house. There are a record number of job openings right now. Jobs that go unfilled because too few people have a plan to fill those jobs both on the employer side and the worker side. People have more choices than they are willing to consider. More and more people are unwilling to move to seek better opportunity.
