I really don't think it will be like you say. On the Moon water will be most treasured as water the elixir of life. It will be the primary resource for at least partial self-sufficiency for a lunar colony. Water to drink, water for agriculture, water to make oxygen to breath, water for science experiments. Water for refueling rockets for return trips to Earth maybe. We will need to find a better plan than chemical rockets for routine travel to Mars or other space travel out of the Earths gravitational influence. Travel to Mars really needs a order of magnitude improvement in propulsion technology to be routine. A refueling station in lunar orbit is not the solution.
