I think the author misses the broader point. The water problem is caused by people trying to live and farm in areas that don't have enough water, where water is misused and improperly regulated. We have the opposite problem here too many people are living in places that have too much water, flooding.

Yes, climate change is making both these problems worse. My bathing habits don't impact anything, I could water my lawn every day and it would not hurt anyone or deprive anyone of water. That said, my water bill is the minimum they charge. I have not paid more than the minimum for years. I would have to use a lot more water before my bill would increase. When it gets to the point where people's bathing habits become relevant the problem is already in crisis and the solution is not changing bathing habits.
