I will admit to the weakness of the Happiness index and my laziness regarding finding the resource I was looking for. It is a quality-of-life measurement that assesses things like healthcare, education, pollution, infrastructure, democratic institutions, social safety net and freedom of speech. These things are tangible and much better than GDP at measuring the quality of society. I just could not find it, don't remember what it was called or who created it.
