I would never say never. My Aunt taught in a one room schoolhouse where she, my Dad and their siblings received their primary education. A building built by the town's people and paid for by the community. Very many people in the United States put a very high premium on education. Traditionally education was funded and executed locally not nationally.

That is still the case with very little funding for education coming from the U.S. government.

This leads to a disparity of outcomes where rich communities produce better outcomes for their residents.

If you compared literacy by zip codes you would see this.

Are you suggesting that Primary and Secondary public education should be primarily funded by the Federal Government?
