I would want to do both, fairer taxes and reduced oil use but I think the point of the New York law is a money grab for the state, not fairer taxes just bleed the oil companies a bit if they can.

I have a couple stories I have written here about my rationing concepts. Yes, they are complicated, would be subject to influence and abuse but would produce very positive outcomes regarding fairness and emissions reductions if implemented as I suggest. They would never pass in the form I suggest and they would never be enacted in the U.S. because the rich and powerful and Oil company lobbyists would stop them. Anyone who strongly advocated for them would be targeted and smeared. It is very hard to get the government to do the right thing, too many people with power would be adversely affected.
