If that were indeed the case but ideally the AI would treat and inform everyone equally. If the AI needed a decision from the Commune it would notify everyone of the vote and accept the votes of every enfranchised Communist. No Politburo, no elites.

Of course this will never happen even at a state or large city level, the current Elites would never give up power.
