If you:

usually defined “solved” as eliminating carbon emissions etc. and establishing a global culture that manages wealth and resources fairly among all people.

You shed a light on the impasse. Eliminating carbon emissions before a replacement is in place means someone has to do without. Short of a Maoist cultural revolution the sacrifice will fall on the middle class.

Regarding “manages wealth and resources fairly among all people” be real, even Maoists did not achieve that, they just swapped one set of elites for another.

People need to stop looking for fairness and painless solutions and accept the painful and not really fair practical answers. Carbon rationing ,wealth taxes, and end to growth. Don't imagine the wealth taxes go to health care or UBI. They need to go to green infrastructure to replace carbon polluting infrastructure so that carbon rationing won't be so painful. Besides we'll need all the infrastructure jobs to replace the ones that carbon rationing and wealth taxes kill.
