In practice post secondary education is a hybrid of the value added and the filtering models. Much filtering is need but much value must be added as well. There is an interplay of the two processes because if you can increase the effectiveness of the value adding then you need to revise you filtering to include those who can now be taught who could not be taught before.

We should not be filtering for exclusivity we should be filtering for efficacy.

We should be educating to the highest level the student wants and can achieve.
