It bothers me when people start making so many things basic human rights. Most of the "new basic human rights" are really services and safety net that a developed society would be expected to provide.
Regarding coming climate changes and extreme weather, the most important thing is to have a plan and be gathering the resources. There is no one size fits all solution. You provided some good ideas but people will need to figure out what will work best for themselves.
We were without power for a few days during hurricane Ida (it hit in August, a hot time of year here in Louisiana). We had portable generators and portable air conditioners and a supply of gasoline and proper storage containers. We more than survived we were mostly comfortable. Be prepared.
