It does exists in more or less degrees. Some schools, churches and workplaces have very little harassment. No place is perfect. Some places are very bad. It seems easier to crackdown on harassment where it is infrequent as it stands out. Where it is common nobody knows even how to start as it has been tolerated for so long.
