It is all based on greed. Those greedy for power will kill those who would deny them power and they will kill to demonstrate their power, and they will kill to eliminate any idea that might interfere with their power grab. If there is no limit to what you would do for power, it is a great deterrent to any opposition. If being suspect of being in the opposition is a death sentence there will be very little public opposition. Of course, this requires killing a lot of people to make the necessary example.

Two camps, camp one, life is precious. Camp two life is cheap.

Fact, camp two is right. There are over 8 billion people, people are as common as dirt.
