It is appropriate that you use the term policing as opposed to Law Enforcement. We have a broad range of Law Enforcement from things like the Security and Exchange Commission, EPA, FBI, to Traffic Cops that is all about crime control, mostly by deterrence, the threat of enforcement leads to greater compliance.

It is really local Law Enforcement that you are talking about. City Cops and the Sheriff's Department. Because it is hard to separate Race from Class, Classist Policing will be racist. Money buys immunity or is at least prophylactic. People with money will support more policing up to the point of diminishing returns. The rich demand policing and support policing because it is effective maintaining their lifestyle. The policing rarely puts rich people in jail. I don't mistake that for rich people are more law abiding.

Money can prevent arrest, conviction, or incarceration of guilty rich people. Even if you could eliminate racism, policing would still be focused on the poor.

If done right policing could improve the lives of the poor. The poor do suffer from higher rates of violent crime. Some places actually do get this right.
