It is hard to believe that you would actually write this "Force private universities to spend an aggressively higher portion of their endowments each year."

What does that actually mean and how would you do it. Do you mean to nationalize private universities? Do you mean write a law that requires some sort of distribution of the endowments. Do you think you could write loophole free rules and if you did how would that change the way those endowments were accumulated. Donors would just change what they do with their money. Why when talking about free post secondary education do you even mention private schools. At best maybe the rule should be no public funds should go to private schools, maybe we revoke their tax exempt status. Maybe loans to students attending private schools should not be backed by the federal government. The idea that the federal government should be empowered to tell private schools how to spend their endowments is to my mind nonsense.
