It is not amazing, it is fundamental to the system. The Federal Reserve manages banks and the private sector money supply, “Monetary Policy.” Congress manages the Federal budget/debt, “Fiscal Policy.”

You want money for Heathcare, Unemployment, UBI, MFA, Emergency Housing, that is up to Congress and the President not the Federal Reserve. Considering the trillions of dollars of debt they have made they don’t seem to be shy about spending money but they worry about how it impacts their reelection prospects.
