It is not fair to distribute the total costs of Drinking and Meat Consumption to all consumers. Some drink and eat responsibly. Their behaviors cause no harm so they should not be punished. Maybe there should be a ration or threshold where you only pay the tax when you exceed a certain level of consumption.
