It is not "Perhaps this Creator is incompetent," it is scripture that is flawed. If there is God and I think there is, God does not know the future, God better than any other might be best capable of predicting the future and acting to shape the future but the future cannot be known. The universe is chaotic and uncertain. This is also my argument against predestination as well. Somethings are unpredictable. The future is yet to be written, it is uncertain. God being all knowing means God knows what can be known, the future can't be known. Just like God can't make an object God can't move, it is a sort of paradox.
All that said, I think a good argument can be made that God only rarely acts to change the world or the lives of anything anywhere. The philosophical discuss then needs to focus on why. Certainly miracles could make a lot of peoples lives better. Those miracles could be disguised so as to not reveal the hand of God. Some religious text lean on free will but that is weak as then there would be no miracles.
My take is our lives are a test and without bad, hate, suffering, pain, etc. then how would we be tested. Something for the rich to think about. If in the world as it is today, if you have amassed great wealth while others suffer, I think you are failing the test. If your wealth came at the expense of others then I know you are failing the test.
