It seems cities undervalue teachers and rural areas properly value teachers.
When I was growing up teachers where some of the most respected and best paid people in town. A school teacher was the first black person I ever talked too. The only black people in our town were his family. We had French speaking people but no other black or brown people.
In rural areas a college degree is less common and add a certification. Teachers are some of the better educated people in the population. In cities a degree in teaching and a teachers certificate looks like small potatoes.
In a city a plumber is higher on the pecking order than a teacher. In the country people fix their own plumbing. Farmers know more about plumbing than city plumbers. Primary school teachers are treated like glorified day care.
