It would have an administrative burden, yes but not really much different than the food labels that are required. I don't really like the idea of rationing at the producer level as that is more easily corrupted. Producers already lobby congress, the market would be distorted by politics. The problem with a tax is it requires redistribution of the revenue again something that would be distorted by politics.

I also like the, what I consider, poetic justice of rich people begging the poor for ration credits to support their ridiculous consumption. Of course the rich could spend ludicrous amounts on Green Products, not a bad thing either.
