Jack up property taxes but give huge homestead exemption for owner occupants. I know this will drive rents thru the roof at first but the rentals will go vacant and the landlords will sell because they can't make a profit because owning will become much cheaper than renting. Rules will also let one person only have a single homestead exemption for their primary residence. The rich property accumulator will have to pay the high property taxes too, not just landlords. This also could generate more tax revenue if wanted or could be tailored to be revenue neutral. Just saying.
