Manchin is a known quantity. We have known that he would not be on board with the whole Democrat agenda. Acting like a real Democrat will cause him to lose his seat in the Senate to a Republican. Joe knows best how to keep is seat. He is doing what almost all politicians do, doing what will get them re-elected. Hint, Joe will not support gun control legislation either. I doubt he will support ending the filibuster.
