Name a contract you won and link to a NGO website for that work. If you don't you have no credibility. Nobody gives multi-million dollar contracts to a company without a proven track record.

Where do you get the money to create the company, write the proposal, submit the bid, deal with the Q&A, negotiate the contract. If you do that all by yourself they will know you don't have the resources to execute. If you win a contract what do you do when you get audited? Oh, the highly paid bureaucrats I know have an army of accountants who know the cost of everything.
