One change would accomplish all that and more. Carbon rationing at the consumer level. Per person cap and trade. Low carbon and no carbon would thus be incentivized (green revolution). The poor could sell their rations to the rich (wealth redistribution). Carbon emission reductions to what ever level the cap is set at. Virtue would be rewarded and vice would be punished.
