People have and will continue to live in disaster zones. It has been that way since prehistoric times. My homes have been seriously damaged by hurricanes twice and had minor damage many other times. There is no place that is risk free. Preparation is key. If you can't trust the power grid, get a generator or plenty of solar panels and batteries. I have had to use a generator to power my air conditioning a few times. We can live in space or on Mars, you just need to be equipped to deal with what the environment can throw at you.
