I don't see it being unfair to any constituency. Of course, it could be abused. It does expect some sacrifice/pain for the people who are better off and it would like any meaningful carbon pollution policy, cause a recession. In the near term and short term, you can't continue to grow the economy and reduce carbon emissions.

The biggest challenges would be cheaters and the black markets.
