Scarcity was being imposed by the control of money. Now scarcity is the consequence of pandemic induced supply chain disruptions and labor constraints. In the future we might see labor constraints being a bigger factor. Abundance is over except for the very rich.
Since energy production was industrialized, money has been aligned with energy. Industry requires capital (money made into things). Don't kid yourself, Solar Power is an Industry even distributed Solar Power is an industry. Solar Power Electricity requires capital (money). Solar Power is not free. Solar Power will be provided by people with money. The idea that everyone should get a free share of the power from sun disregards the capital required.
There is no free energy. Every form of energy requires capital and labor to make it accessible. Even a caveman's fire required someone to go collect a bunch of sticks.
Solar Energy (most energy has some linkage to the Sun) Photovoltaic or Thermal requires much capital and labor (more than fossil fuels but of course fossil fuels pollute more). Consider what it takes to heat a home on a cold winter night using solar power vs. coal. Coal you can dig out of the ground truck it to the home and burn in an iron stove, really not much capital or labor.
Solar Power you have to have a factory to make the things that turn sunlight into electricity, a storage system so the energy will be available when the sun isn't shining and a system to turn the electricity into heat. Labor is needed to fabricate/build/install/maintain the systems. The origin of the resource for energy is always almost free. Coal cost less than 10 cents a pound. Oil is less than 30 cents a pound (most of that is for getting it out of the ground and transporting or refining it). Sunlight and wind are free. Energy costs are more about labor and capital costs not input costs.
The capital and labor requirements for abundant and accessible energy is what determines average prosperity. Individual prosperity is determined by how equitably the capital and labor requirements are implemented.
