Some of those who will suffer are taxpayers, but they are not going to suffer because they are taxpayers. They will suffer because the increased cost of the premiums for deposit insurance will be passed on to all bank customers and the customers of the bank customers who are taxpayers (everone is a taxpayer). The whole idea of taxpayer is illusionary. Who are you thinking of when you say "taxpayer?" That term excludes almost nobody. The richest people pay taxes, even if they completely dodge income taxes, they still pay property taxes and or sales taxes. The poorest people still pay sales taxes. Who is not a taxpayer?
