Terrorism - the use of fear of violence and intimidation against civilians, in the pursuit of political aims:

Fear, terror, violence to manifest fear in a civilian population. The "Cold War" was terroristic.

Attacks on the military and government institutions are not terroristic. Threats to the civilian population is terrorism. Many sanction regimes are borderline terroristic. It is usually the civilians who suffer most from sanctions.
