a study conducted by the World Bank found empirical evidence that immigrants contribute positively to the labour market

That might be a fact but it might be of lesser importance than domestic tranquility. If migration causes distress among the native population then it would seen proper to restrict it. A positive contribution to the labor market is too small a benefit to offset the disturbance migration causes. Why go somewhere a substantial portions of the population is unwelcoming.
