The current problem with capital is that all the profitable capital investment are over funded. Anything with a hope of making a profit has move cash than they need. The world is flush underutilized capacity for production.

What needs capital is infrastructure, climate change mitigation and adaptations. There is little hope for profit from these so they would need government funding but governments can't seem to make them happen. The world is flush with capital. Rentiers don't know what to do with all the capital they have.
