The money is not the problem, it is the will. It is those fighting over into whose pockets that money will flow. It is about the capacity to execute the projects if they would be funded. It is about managing the cash flows to the developing countries without it being diverted into despots' pockets or funding terrorists. It is about how countries dependent on oil revenue will be cast into poverty, becoming another Venezuela.

There is one thing about the money. Who will pay and I don't mean which countries but which class of people. Will we tax the rich, cause inflation, subsidize energy, or force conservation?
