There are better answers but the people with the power to make changes are not interested, as you clearly point out.

Until the rich and powerful want to change, change will not happen. They have the power to control enough of the electorate to prevent unwanted change. All they need to achieve control to prevent change is power over an extremists minority and power to keep the silent majority divided and silent.

Real change requires a two thirds majority coalition demanding change. This kind of unity requires a crisis even worse than the pandemic. The sooner we achieve crisis levels the sooner we can fix things.
