There is a good solution. Carbon rationing at the consumer level. You get a ration credit and every product has a carbon deficit price. These rations are transferable. Everyone gets the same ration for free but you and buy and sell them. Sell rations you don't need and if you need rations buy them from someone who does not need theirs.

Low carbon products will have a huge advantage to high carbon products. Green energy will not need any carbon ration credits.

This scheme limits emissions to the total of all the ration credits. Over time everyone's ration will be reduced until almost all carbon impacts are eliminated.
