They don't because it would not be popular or resonate. There is a lot of, not really xenophobia but a desire to have most people be from the more historical majority's nationalities. They accept some amount of economic penalty to have their neighbors and coworkers look like themselves. It is not the ugly, I hate them racism but the subtle, I like people like me better kind of racism.
