This is not what is or will be happening. First Musk and Bezos are not doing anything with just their money. The taxpayers are subsidizing them. The IP they are building on was funded by the government. They did not start from scratch. Finally, this current version of returning to the Moon is still a long shot, likely to fail and the real return to the Moon if it ever happens will probably not have anything to do with Musk or Bezos.
