This paragraph does not differentiate between waste and scrap. Scrap has value, it is actually called scrap value. Sometimes people equate scrap with waste, that is flawed thinking. When you cut a part out of a sheet of steel, the metal that does not go into the part is scrap not waste. Waste is not only worthless, but it also has a cost of disposal. Waste has a negative value; scrap has a positive value.
