Many still operate in an exploitative mode where workers and communities are cannon fodder, expendable. Burn out the workers and trash the community, then move on. Kind of like strip mining and brown fields. Do you remember the "Rust Belt."
You only invest in your workers and community if your long-term plan is to put down roots.
Think of a farmer who uses migrant labor. It used to be that there was an unlimited supply of highly exploitable labor. Hire illegals, steal their pay, treat them with abuse, the crop still got harvested. No need to develop loyalty, the migrants were desperate.
Some of those chickens are coming home to roost.
